Pharmacy Services Administrative Organizations (PSAOs)
New S.C. Pharmacy Services Administrative Organization Law Passes
On May 16, 2023, Governor McMaster signed bill S.520 (Act No. 30), amending the South Carolina Code of Laws by adding Article 23 to Title 38, Chapter 71. Act No. 30 establishes, among other things, a license requirement for Pharmacy Services Administrative Organizations and authorizes the Department of Insurance to enforce the provisions of Article 23.
All PSAOs providing services in South Carolina beginning January 1, 2024, must be licensed as a PSAO with the S.C. Department of Insurance.

Initial Application
- All initial applications and $1000 filiing fee, must be submitted electronically via NIPR.com.
- The required PSAO State Specific Requirements Application, in addition to the NIPR Uniform Application, can also be found on NIPR State Specific Requirements page.
- All supporting documentation can be uploaded and submitted via the NIPR Attachment Warehouse or emailed directly to the Office of PBM Oversight at PBMDept@doi.sc.gov.
